Pedal resistance not working on my M3

Pedal resistance not working on my M3 was created by Max Trainer M3
I am having trouble with my M3 machine. The pedals wont go in motion properly. When i stand on the 2 pedals- they both go down to he bottom and if I try to move the arms to lift them up they only go up and not in a continuous motion.

Any answers? I keep trying to take it apart and even took off the whole pedal .
